Adf.ly blocked by your ISP in some country like mine here are some tutorial how to unblock adf.ly website. Many users and the Webmaster facing problem to access the account and run script on their website because not all the country affected by this.

As you can see https secure protocol placed before adf.ly link. also I would like to suggest that use other URL of adf.ly domain some of them are not yet blocked.
